The partial re-openings of restaurants, gyms, hotels and other businesses can cut down on infections by 80 percent compared with a full reopening, according to a new study from Northwestern University and Stanford. Indoor dining is already banned in Illinois, but starting Wednesday, new COVID-19 restrictions take effect in Kane, DuPage, Will and Kankakee counties.
