A proposed plan for court oversight of the embattled Chicago Police Department was released Friday in a 232-page draft agreement known as a consent decree.
If the plan is approved, a federal court and a court-appointed monitor would ensure changes at the department are met by certain deadlines. The proposal will be open to public input before a final version is submitted to the court.
